Board and Staff
The House of Bishops elects (and the House of Deputies confirms) at General Convention members to the GBEC for staggered six-year terms: four bishops, six clergy with pastoral care, six faculty from seminaries or other educational institutions, and six lay people, each with special competence in one or more of the seven canonical areas. Vacancies are filled at interim meetings of the House of Bishops, on nomination of one of the bishops who is a member of the GBEC. All board members (Examining Chaplains) are volunteers.

At its October 2009 meeting in Baltimore, MD, the GBEC elected Duncan Cairnes Ely of Dunwyck, Columbus, NC as its seventh Executive Director and GOE Administrator to succeed the Rev. Canon Dr. Richard Franklin Tombaugh who retired March 31, 2010. Ely earned his M.Div. from General Theological Seminary and is earning a D.Min. at Virginia Theological Seminary. He has more than 35 years of experience running nonprofits, some of which have been church institutions, and has served the GBEC for 20 years in various capacities, including site coordinator, reader, editor, examining chaplain and consultant. Ely moved GBEC's offices from West Hartford, CT to Tryon, NC effective April 1, 2010.
